Default 1.8 turbo diesel engine problem...

Its the older version of the Endura turbo diesel (1753cc), just had a new headgasket, headbolts, timing belts, glow plugs and water pump fitted. It was running as it is in the video. Changed the injectors and pump from a known good engine and made no difference. Compression should be between 28 and 34 bar. A cold compression test showed
cyl1 @ 33bar
cyl2 @ 34bar
cyl3 @ 34bar
cyl4 @ 35bar

Fitted a piece of clear plastic tubing between the fuel filter and pump to check for bubbles and cant see any. Takes about 10 seconds of cranking to start regardless of wether its hot or cold and wont start at all unless the accelerator is depressed. Wont idle unless accelerator is held depressed about 1/3 of the way. Will rev and sounds like it going right the way up to 4500+rpm.
