it's quite funny as I had my brother (general builder) doing the prep for the slab and he had to call Mr Harris, he was a condescending cunt down the phone because he thought he was talking to the me ( home owner) but totally changed his tune when he saw a 14stone shaved head bloke covered in tats lol, not seen him since as my brother was pretty direct with him
surely the regulations are written down black and white, so surely you either complied or you didnt. theres no room for movement surely.
if it was me and i was confident i was right, id tell the inspector to fuck right off and complain to the council. Im sure they have other inspectors who actually know the rules.
