If they are pretty bad get them shot-blasted somewhere, fill any damage with top stop filler, sand it down with 320 then go over the whole wheel with 500, then just prime, sand down with 500, paint and lacquer them. Steer away from Metallics if possible though, especially if using rattle cans. See if she would prefer a straight colour like black/white. It means you won't have to lacquer them and they can be easily sorted if needs be.
