Just to clarify, DLA is divided into two parts,
MOBILITY, ie walking etc how well how far, has a low rate and a high rate, ONLY the high rate qualifies for a mobility car, the low rate doesn't.
The CARE part of the DLA has three parts the higher rate, middle and lower rate.
The higher rate is for people who need care/help 24/7 regardless of whether they get it or not, so someone often incontinent for example would get this rate, the middle rate is for those less severe, and ok at night.
The lower rate is often termed the "cooking test", ie would it be dangerous to cook, if you have little feeling in your hands due to nerve damage etc you would likely pass this test, as grabbing something hot and not realising could harm you.
There are certain conditions that are automatic qualifiers fro the mobility component, as there are for the care component.
For example people can qualify for the care component if they have real bad acne, but there is a catch, you have to be FEMALE, yes males do NOT qualify automatically whereas females have in the past.
Income support has some even more bizarre rules, esp regarding living together rules.
