Agreed, but then it would be as the air is only going through one cooler not both, so that means you get some hinderence to flow with the extra pipework, but unlike the hinderance to flow of a serial setup it doesnt result in the air being cooled twice.
parallel will likely increase flow. The only real question is if it's doable with reasonable plumbing, i.e. not needing to go round the engine bay twice or something.
It depends really if the problem he has with 1 intercooler is wether it doesnt flow enough or doesnt cool enough as to which method of adding a second would be better.
But personally I would just fuck them both off and get one decent one instead!
