If the engine has been rebuilt you are meant to run it in on mineral yes.

If you remove the cam you will quickly see if it has any wear, the lifters should be flat topped for example. I've got all the measurements for a standard cam at home but im not sure this will help you.

Piper may be able to tell you what measurements you should take.

It will probably take a couple of hours to remove, inspect and replace the cam.
