You can't actually reshell that way anymore. It used to be that you needed both vehicles to have an ID, the replacement shell had to be of the same type as that it was replacing. The vehicle then took the id of the replacement shell. DVLA changed the rules so that you can't officially reshell unless the replacement shell is a new unused shell which requires proof in the form of a receipt from it's origin ie a main dealer. TBH if you have a new shell you wouldn't involve the DVLA, just stamp the shell yourself and keep quiet.
