I had this problem in the cold last year. It was "gunk" in the butterfly valve making it stick. I cleaned it with some carb cleaner and a rag. fixed it in 5 mins

Quick update,Got my mate to clean out butterfly valve today(as i am useless)it was pretty gunked up,all cleaned out and is perfect now
