The wifes bus (Sharan 1.9 TD) keeps having the turbo cut out

If you turn the ignition off then back on the turbo kicks in again, but sometimes it just keeps dropping out all the time.

Also sometimes its perfect.

Anybody got any ideas ?

I have swapped the air flow meter and boost solenoid with a mates but its still the same
