Take out the fuse, then do a resistance test between the battery connection wire(abs) and the fuse holder, if this shows continuity to earth you have a dead short, if this is ok, the problem is the fuse holder onwards side.
Just be aware that ford did put some RED wires in a BLACK sheathing, some get a bit mixed up.
