No, the fact the revs are changing when connected and disconnected shows the valve is being TOLD to do so.

Even when D/C though the revs are still at 2K+ so I would say the valve has got stuck a little, I would take out and clean and re lube using a light lubricant such as WD40 or brake fluid etc, make sure it is not open slightly.

As to why it's doing it I would check the ISCV has not got earthed, chaffed wiring etc.
