If you apply for the docs the keeper won't get your details they just get told someone is applying for the docs but you wil get there's on the docs as the previous keeper lol
I think realistically, the old keeper wont even get the letter - I very much doubt they changed the cars location to their new home, and then left the car at the old place.
Most likely the DVLA will send a letter to one of the flats were the car is (Old owners place) and they wont hear anything back so the car will be yours (As a registered keeper).
