right anyway after a day of phoning alot of people this is where i am

phoned the dvla as said they cant issue details or pass on details but they
have sent a form out that i have to fill in and pay the massive £2.50 and after 14days
they willl send the previous owners contact details, they also told me to
call the local police and council to try and get some info that way.
the police said the same data protection and that, and its off the road
so could do anything,
called the local council and it isnt there estate turns out there were a few
housing companies been in there over the years so no joy that way.

was at the flat and rang all 4 bells but no answer mybe try again tonight.

so i dont know should i wait for these details to come through or just apply
for the details?
