As much as I'm all for using genuine inks, that does sound like a tall story that Canon are telling their staff in their training programme. If non-OEM inks were too thick and causing problems, I'm sure the non-OEM manufacturer would simply change the spec.
That said, I think refilling cartridges is a bit pikey.
