The first smooth cut isnt designed to limit the RPM thats what the secondary hard cut does.
It is designed to warn you that you need to change gear or back off by giving the effect of a sudden moderate decrease in engine power/response.

The weber ecu's are not capable of producing random numbers of any sorts as they do not include software which allows this.
(Computers cannot produce truly random numbers but thats another discussion)

Instead the fuel is cut to each injector one at a time sequentially in the reverse firing order of the engine.
The ignition spark is provided to all cylinders regardless of rev limit.
This provides a smooth power loss with no unburnt fuel so preventing backfires.
