and should he sand the whole model or just the ares that are affected??

my bumpers went like that so i washed them in warm soapy water then sanded them.
he needs to sand the whole car as he would of been touching it,not right down to the metal just smooth it all off & give it 3 light coats of paint but let each coat dry.
leave it for a day then give it its final coat & it will stay shinny/smooth
but dont touch it while the other coats are drying as sweety fingers will make it react again,so always wash hands b4 picking it up.
if you use 600 wet&dry that will get it nice a smooth
preperation is important thats what give it its good finish
