My solution would be that we all turn our cars into something from Death Race/Robot wars. Flippers, axes, spinning cutting discs, 50calibre amchine guns. Then whenever anyone does something we don;t like, we can deal out the necessary punishment.

i.e. Cut someone up - punishment is 14 rounds fired at you.
fog lights on - all cars in the vicinity round on you and push you into the pit of death.
