Are you sure you've checked the correct fuse? I don't know escorts, so I don't know where the ABS fuses and relays are located.

Check that the 2 way connector on the ABS pump (at the bottom) is plugged in OK.

If so, unplug the connector and check for 12V at the red wire with the engine running.

If no 12V, unplug the 5 way connector from the ABS pressure switch and check for corrosion, dislodged terminals, or broken wires.

With the ignition on, and the 5 way connector still unplugged, check for 12V on the brown/black wire (When this wire is earthed through the pressure switch, it energises the pump motor relay). If OK, check the brown wire for continuity to earth. If no 12V, check/test/replace the pump motor fuse and relay.
