OBD2 is a exhaust emission rule used in the United States of America and Canada. It has no meaning in Europe and does not apply.
In Europe we have EOBD, introduced in 2001 for petrol cars and 2004 for diesels, with a lot of exceptions. The last cars that became compliant were large commercial vans with a diesel engine on 1st January 2007.\
So, this car will have the 16-pin diagnostic connector (because that's cheaper for Ford to build), but it's not compliant with EOBD.
