Yup, Red Oxide, in this instance Ive just used it in the areas wich have had heat/welding put into them, helps prevent moisture getting into the repaired area before 2k primer and paint is applied, most of it was rubbed off during final prep.
sheet steel is welded in repaired areas or specially made repair panels, any good paint suppliers, maybe even motor factors.
