parking means engine off, handbrake on, out of the car

the terms and conditions of the car park i was passing through are that you have to pass directly through and can't stop, so if there is something in front of you what are you supposed to do?

even the council have said that this is illegal and so have the police, so it just depends on what lengths i'm going to go to to get out of it before they start coming around
