The first incarnation of the 2.0 MK4 Golf GTi did 0-60 in 9.6. Couldn't tell you the top speed. They tweaked it over time because it was grossly underpowered for such a heavy, wallowy, boring car...
The stats you're quoting are for a later car, when the Escort GTi was out of production.
