same thing happend on my lttice wheels a while back on the sapph you could keep having a go at it with car shampoo or try a more dedicated wheel cleaner such as megs wheel brightner or billberry spray it on and let it dwell for a few minuites then aggitate it with a wheel brush should come off.
you could also try tardis on it,spray on to the affected areas and let it soak in.
Do that and if it doesnt budge all of it clay and lube will do it,then get yourself some wheel sealant and get a couple of coats on,the wheels will be a joy to clean after that.
