The trolly's are considered unsecure whilst left chained to a lamp post, the maximum time you can leave it is 10minutes, again if this rule is not kept conduct will be taken against the postman, using a trolly will also add alot of time onto the duty, meaning he will probably go overtime and thus fail that day.

I could tell you all the idiotic rules they have put in but tbh i probbaly cant remmber most off them and it will be a big essay. The strikes are NOT no postman is going to get a payrise and all off them know this. The strikes are over these stupid rules. Making a simple job hard.
