It doesn't keep it spooled up - anti-lag does that - the DV simply prevents the turbine stalling, hence, slightly decreased lag.

Sort of - in my experience a VTA one is better because the hot air isn't sent back to the air box.

Depends on the size of the turbo, and whether it's well maintained or already on its way out.
