Basically yes. Provided that the train weight doesn't exceed the MAM of the tow vehicle and doesn't exceed 3.5t. Remember that the weights include the driver, luggage, passengers, fuel etc..

Dollies and A frames are only intended for recovery. IMO people are taking a big risk by towing in this way for any other reason.
Just because it can tow like it doesn't mean its a good idea, many have no means of operating the towed cars brakes, effectively you're trying to stop up to and over double the tow cars weight and this can quadruple the the braking distance.
