Because by the time you get the car to boost the car is rolling so there is less weight to pull as the car is in motion. its a bit like this 0-60 thing, nearly all fwd cars will be much slower than 4wd and rwd and manufacters allways use this as a performance figure for all cars.
when in fact the true figure to understand a cars ability is a rolling car when says it already doing 30mph and then you measure how quick the car will reach 100 or 120,130mph.

i had a 2wd cossie turbo on my rs turbo and it would not come in on full boost any earlier than 4k rpm, but compared to my previous t3 it would not spin the wheels.
