The officer was punching the guy on the arm to make him release his grip. He could have done the same with his baton, which hurts a lot more, but he didn't.
Use his baton? What like (the force) that masked copper in London who whacked that poor bloke to the floor whilst he had hands in his pockets and later died? Not saying it happened here but the police are sometimes OTT for no reason. But the guy in that video didn't "kick out" at all just moved his feet, look at the pace or lack of movement and he had just been shocked. No need to shock someone twice just for tensing their hands IMO, not when he's one chap on the floor against 4 coppers.
If that's resisting then god knows what they call a proper struggle/attack, murder?
