As I understand it, the last keeper is notified by the DVLA that someone is applying for the logbook, so unless there in Marbea for 5 years and haven't forwarded their mail it's hardly a big scam is it?
That is correct.....the DVLA DO contact the last registered keeper before issuing a new V5. A mate of mine left his Kawasaki ZX9 for 2 years and never bothered to contest it when someone else applied for the V5.....bit stupid as I said I would have given him £500 for it !!
