Is it a common thing for the metal bit in the middle of the rubber bushes that go either side of the bottom arm to seize onto the anti roll bar?!

Had problems with 1 side and ended up cutting the old bushes off the metal bit in the middle and fitting them that way, fitted a new bottom arm on the other side tonight and the first one came off, but the bush that was the other side was stick fast onto the ARB, left it on there in the end as it wasn't perished or anything but obviously would like to take it off properly at some point!!
