Hello Munkeyboyrs
1) I have H&R -25/-25mm spring kit+koni yellow adjustables in my escort rs turbo and it is nice to drive and it sits in reasonable high (You can put jack under it and not touching any bumps in the street when driving in bad condition roads) and i think it looks okay. You can look some pictures here:

H&R is very good quality brand and most sports car use it in standard springs, i ordered springs from Germany
www.fahrwerkebilliger.de You have to know some words german but babelfish helps. Springs are under tiefederlungsfedern or somethin. I think -25mm lowering is the max which you can use in rs turbo without losing cornering and handling (which arent so good at all)
2) I think good patten discs and ebc greenstuff pads or ferodo ds2500 pads will do the job nice. I have ebc greenstuff pads in rst std brakes and i works nice.
4) Think twice about installing HID conversion set. I had one in my 328i Beemer and i get those lights properly angled by professional mechanic but still when i watchin my girlfriend drove car i see how badly those glare drivers who come from the opposite direction ( my english is not good but try to understand.) If you have projector headlights which most new cars have you can try HID conversion, but like escort mk4 has old style H4 front beams i think you should stay in halogen. And rst is 80´s car, xenon dont belong there.
Cheers
