Working purely from memory here, just check for continuity on Pin 16 with the idle valve as well mate, from memory, the 12v feed is the same to the AMAL valve and the idle valve and then they have negative triggers.
If you do find you have continuity, switch your meter across to VDC and check to see if it is indeed positive voltage.
If that is the case, then Pin 16 isn't the AMAL valve negative trigger
