I would suggest a faulty boost controller with ignition on see if you can hear the boost controller clicking if it is this means it's faulty, alternativly unplug it and then go for a drive and see if its still the same this would also indicate its faulty. I don't see adjusting the boost is going to help TBH as it must have dropped for a reason if it has not been adjusted.

Certainly you just can not adjust the boost safely without professional equipment.
