Default could timing affect starting ?

Hi,

After recently doing my headgasket and also lowering the compression my car has become VERY hard to start......I usually have to bump start it I also fitted a brand new piper T2 cam and re set the cam timing to '0' on the vernier.

Now considering the dizzy is in the same place as it was before all this work was done could this cause poor starting ? It is most noticeable when the engine is cold or has been left for a long amount of time but even when the engine is warm / hot it never seems to fire up properly, it will sort of splutter and then start.

Strange thing is though when I finally get it to start it runs fine (apart from a low tickover) so does this rule out the timing issue ?
