Without wanting to come across wrong, you'll need to lose a bit of weight really. Areas like that need almost no fat whatsoever to seriously tone up.
Same principle for blokes (or women I guess) who want ripped abs. Some people who want the six pack look will dedicate god knows how much time to doing sit-ups, but unless they've got the tiniest, thinnest layer of fat, they're abs are never going to come through, no matter how many sit-ups they do and how big and strong they make they're abs. You've got to have the flattest, flattest stomach before you'll see your abs coming through.
Same priniple here really I'd say. I'd recommend you base a cardio workout around a decent cross-trainer. Think of the action. It's great for burning fat, but it'll also target that area particularly well.
Couple that with a good all-round shaping routine and I can't see how you'd fail tbh. You've got a hell of a good base to start from!
