That's not the valve's fault - the ECU switches the valve's earth to open and close it in order to get rid of excess or dangerous boost in the event that the inlet temp is too high or boost pressure is above the limit of the chip.

If the valve isn't connected you only have the actuator's preload setting to determine the amount of boost the turbo makes.
I wouldn't go without one personally, or at least some form of automatic boost control.
