I agree with that statement.
I also agree where someone asked something along the lines of "When you installed the actuator, the rod has an Eye hole in it and that has the wastegate rod pushed through it. You should have to use proper effort to get the actuator rod over the wastegate arm, if you don't then there is no pre-tension on the wastegate. At the moment everything you are saying sounds like the wastegate is not shut, regardless of you telling us it is
Have u checked that the exhaust elbow is bolted tight to the turbine housing? It could be loose and the eblow has the wastegate penny attached to it. If loose it won't be sealing properly.
The other option would be to pull the pipe off the wastegate and floor it in say 4th, if the boost goes mental or much higher than the 2psi, then there is something wrong with ur boost control system. If you do this, only floor it for a tiny half second to see if the guage rises much further, the car would be unsafe but not for just a .5 second test of boost.
