Default How to up the boost with a bleed valve

I've just fitted a new turbo and new -31 but it only boosts to 12 psi ( old turbo went to 18) I already had the bleed valve fitted and am sure it went back on without being turned and I compared the actuator rod lengths to make sure there the same. Which way should I be turning the bleed valve? open it up fully to bleed off more pressure, or close it off a bit to restrict the flow?
