ditto. but should be anything above 12.5 if your alternator is in good nick... also try the same test with all your electric stuff turned on (full beam, heater, heated screen, blower wipers etc) see how much the the voltage drops (you could have a shite wire from the starter motor to the alternator causing volt drop!)
having said all this from what you describe I am guessing starter is fooked!
I would be wanting a minimum of 13.4 volts even under load , an off the shelf battery should have 12.6 volts, 2.1 per cell
