Fear of retribution only accounts for a bit of it. i suspect the rest is a lack of moral fibre or people not wanting family/friend arguements.

So if your mother was raped by someone and your dad murdered yet the witness's refused to "grass" would you be happy with no justice????? Youd be angry as fuck i bet.

All the negative attitude around grassing people for serious crime does is increase the problem and help the criminals further the cycle of crime because they "know" people wont report them. Often in communities just the threat of violence is enough to prevent grassing and in some areas its so bad that threats are not needed as its so ingrained in the local culture that "nobody talks".
