99% of cars fitted with closed loop fuel term control, utilize it only under part load conditions, and also only with a hot engine.

This is simply because if the sensor drifted from cal, under WOT conditions it would cause an expansive meltdown.

WOT is not seen as an emissions issue as most engines spend a VERY small percentage of their life there.
