In an ideal world, no - but IE and Windows have so many cumulative updates, it can get its knickers in a twist occassionally... re-install of IE isn't a guraranteed fix though...
Try the 'non-plugin/standalone installer' version of Flash Player (after running the Adobe uninstaller again):
If the ActiveX Control for Flash Player fails to install, download the executable installer.

If that doesn't work, you might have to try what Stu said....
What OS are you on - XP? And have you changed any pop-up blocker/spyware/firewall settings or programs recently?
