Can you move it with your fingers? If you can its knackered.
i have to grip it with my hand and give it a tug and use my thumb on the same hand to move the waste gate lever but cant doit with just fingers but thinking back a bit i needed two hands before when i fitted a new one to another rst so i guess its knackered , looks like a new one then
