the 9600 series is a very good budget card, the main advantage of those two 9600 cards is the extra ram which will only come into use if your planning on running bigger then 22" screens
out of those too brands i know MSI better then the other.

although for the money, i'd personally stretch a little bit more and go for a 8800gts card, as it will pretty much take everything you can throw at it, not to mention a small clock will have it matching the 9800gtx! also the 128 stream processors is nice
