Angry Temp. Problem

I will try to explain my problem the best i can, remember, iīm from Spain and my English isnīt good at all!

The problem is simple, the temperature goes up extremely fast (about 1 or 2 minutes from the mid of the gauge to really near of the red zone) when i stop for example in front of my garage, it keeps normal when i stop in a red light or a stop signal just cause it dosnīt have enough time for get hot.

Cause isnīt expensive, and itīs a simple piece of DIY iīve changed today the antifreeze, the thermostat and iīve cleaned the best i can all the coolant circuit and nothing changed, when iīm runing it keeps on the normal temperature but when i stay stopped about 2 minutes, it goes up near to the red zone.

Water pump totally ok, no leaks in any hoses, temp. gauge Ok, real temperature checked with a laboratory termometer (89šC in the midle of the gauge, and 94/95šC when itīs really near to the red zone) and anything extrange except:

The radiator fan starts ok nearly to 91šC, but it doesnīt get the temperature down when itīs runing. No blades of it are broken, and it seems to run at the same speed of always... and thatīs the extrange thing... why it will doesnīt getting it cold if it runs normally?
