Unless you've dabbled in steroids I would imaging estrogen will be no good for you so as said its exercise and diet. I'm guessing your moobs are indeed fat.
totally agree, if it is estogen related you may feel hard lumps in your pecs, but i would 99% say definately its fat build up
so only way to get rid is a clean diet, plenty of cardio (30-40 mins each day but build upto this if neccessary), if you are going to do weighted chest exercises, do them how a woman would (no joke), light weights and high reps, if you do big weights with lower reps the muscle will grow rather than tone and push the existing fat out
