id guess they have stolen a neutral from another circuit, Simple test would be to remove the neutral for that one circuit from the fuse board and turn power back on. if the lights still work in porching and living room then they have nicked a neutral from another circuit which is not safe as somecome could get a shock from said circuit when its switched off.
