Default Non starting Punto?

Hello,
With the winter drawing in my mrs' Punto has been struggling to start. Its slow to turn over and now it won't at all. I've been out this morning, bought a new battery and the fella put a multi-meter on it and it showed 12v. Still sounds sluggish to turn over, so i recharged the battery and soaked it with easy start, it got a bit excited but just gave up.
The cars driven daily, so its not old fuel. I've had jump leads from my scoob connected to it and still even wth the new battery its not happy and still turning over slow.

Am i right in starting to suspect the starter motor could be at fault?

any advice would be a great help
