Default Hydrogen induction on a car?

We had a guy come into work today claiming to have invented this system where the cars air flow is mixed with nitrogen.
All it is was a small 1ltr tank with some destilled (deionised) water in with two "special grade stainless rods" in. one was earthed and the other was put to 12v so when the car is started it is live.
on top of the bottle was a small plastic pipe that went in to the induction pipe on the car before the airfilter and as it fizzed away in the bottle nitrogen gas was made and sucked into the engine.
He claimed with paper work that his Honda Civic now does 90MPG whereas it did 45, and the CO readings were down to 0.01% on tickover. he has had it on his car since Feb and claimed that everything is good and even gave us a setup yo put on our work van for a month.

whats your thoughts on this?? will definatly keep you posted.
