As long as they are not hidden, I disagree - they are going to eventually take the twats who are not paying attention off the road. This has to be a good thing surely?
It's a bit of an inconvenience to have to stick to the limit for that 30 seconds of your life but hey, what ya gonna do?
HOWEVER, I agree with your point that it might have been better to place them in real danger spots first though.
